The computer generated Charity Profile Reports by the Corporations
Division – Charities show PERCENT OF EXPENSES APPLIED TO PROGRAM
SERVICES, which is an unconscionable misrepresentation of facts and
fraudulently misleading to the consumer.
The PERCENT OF TOTAL REVENUE APPLIED TO CHARITABLE PURPOSE ....
(page 2, item K) is the normal accepted standard. All consumer oriented charity reporting groups and every other
state use this percentage method.
Note, federal annual informational tax return Form 990 of the IRS does
not show any percentage of any kind whatsoever.
These computer generated Charity Profile Reports by the Corporations
Division – Charities read “Percentage to Charity” with no description as to how
it was calculated. When I called the
Corporations Division – Charities today about the nonprofit referenced to in
the next paragraph, I was told the percentage figure but was not told what it
was a percentage of. Most inquirers
would not ask, but of course, I did; and was told that it was the percentage of
money given by contributors and used for charitable purposes, which is
incorrect. The personnel at
Corporations Division – Charities are not trained properly; and this, in
itself, shows that most people will think that the percentage is for the PERCENT
OF TOTAL REVENUE APPLIED TO CHARITABLE PURPOSE and not to PERCENT OF EXPENSES
APPLIED TO PROGRAM SERVICES.
Showing the PERCENT OF EXPENSES APPLIED TO PROGRAM SERVICES
gives every charity a higher percentage mark than if it had been given the
proper way. An example is SPOKANE
COMMUNITY HOUSING ASSOCIATION.
Inquiries to your office regarding the calendar year 1993 are told a
Percentage to Charity of 57.7%. Their
PERCENT OF TOTAL REVENUE APPLIED TO CHARITABLE PURPOSE was 33.69%. For the calendar year 1996, they are told a
Percentage to Charity of 74%. I do not
know what the PERCENT OF TOTAL REVENUE APPLIED TO CHARITABLE PURPOSE was
because the Corporations Division – Charities wants $5.00 for a photocopy of
the two page annual financial registration.
This $5.00 charge to the consumer to get additional facts over and above
the fraudulent information that the Corporations Division – Charities disperses
is exorbitant especially considering that the annual filing fee for the charity
is only $10.00.
When charities are not spending the money received, it shows up in the
PERCENT OF TOTAL REVENUE APPLIED TO CHARITABLE PURPOSE as a much lower
figure. Since these charities are
sandbagging the money for future salaries and perquisites for the officers and
directors, consumers can then opt to contribute to other charities that use the
money for charitable purposes.
Since December 12, 1995, I have made several inquiries to the
Corporations Division – Charities regarding nonprofit corporations receiving
money from the City of Spokane, some of it funds of the Federal Government; and
I did not receive an invitation or any kind of questionnaire regarding possible
changes in the Washington Administrative Code regarding charities.
Therefore, it is safe to assume that your office is more interested in
protecting these scam charities than it is the consumer.
On December 26, 1997, I received a report from the Corporations
Division – Charities regarding forty-seven (47) charities that had applied for
funds from the City of Spokane. Eleven
(11) of these charities were delinquent in filing their mandatory annual
financial reports. Some were more than
one year delinquent. Have all of these
delinquent charities been turned over to the Washington State Attorney General
for prosecution?

Note to all readers of this
letter. Religious Organizations are
exempt from filing federal annual informational tax return Form 990 with the
IRS or annual financial reports with State of Washington Secretary of State
Corporations Division – Charities.
However, they can voluntarily file.
It is my opinion that unless they do voluntarily file, it should be
unlawful for taxpayer money to be given to them. Taxpayers deserve to know how their money is spent. Should Religious Organizations receive
taxpayer money at all? Tell your
elected representatives.

Please inform me as to why chemicals were used at Loon Lake, Washington
in an attempt to eliminate Eurasian water milfoil instead of using the American
Weevil (Euhrychiopsis lecontei) which is used by all northeastern states
including Minnesota, the land of 10,000 lakes.
American Weevil (Euhrychiopsis lecontei) and their larvae feed on
Eurasian water milfoil. Holes drilled
by adult weevils allow bacteria and funguses to infect the water milfoil stems
and air to escape from them.
Eventually, the once buoyant stems collapse like spent balloons into the
mud.

When you give a gun and badge to a fat slob with a Napoleon complex, you are asking for a Civil Rights Violation Suit in Federal District Court.
My mother Mildred Tingey Kroboth died
August 3, 2002. I do not tell telephone
callers that she died. Apparently, a
nosey salesperson from Eldercare, Inc. contacted Adult Protective Services.
November 19, 2002, “Slob” telephones me
and asks for my mother by name. When I
asked who was calling, he would not give his name only that he was Adult
Protective Services, said that he had received an inquiry about my mother, but
refused to give me the name of the inquirer.
I told him what to do with it and hung up.
Thirty minutes later, “Slob” is beating
on my door. I opened the upstairs
window, stuck my head out and asked him what he wanted.
“Slob” said, “Come down here, I want to talk to you!”
I said, “I am talking to you right now!”
“Slob” said, “If you do not come down
here, I am going to come up there
and arrest you for killing your mother!”
“Slob” had obviously been on the
computer, knew that my mother was dead
and is now investigating a homicide.
I told “Slob” to shut his mouth with an expletive inserted.
Two days later
on November 21, 2002, “Slob” is back beating on the front door again and broke
my door lock. I had to nail the door
shut. I will expect compensation. You may, personally, come and inspect the
door lock within the next fourteen days.
Should Adult
Protective Services want to exhume the body, you have my permission, provided
that you do it before the end of December 2002 and before the body deteriorates
anymore.
“Slob” is a
disgrace to every legitimate police officer.
If you would do background checks, psychological testing and require a
passing score of 80 on an I. Q. test, you would have eliminated “Slob” with
each phase.

Spokane Police Officers were here the day
my mother died. They got her name, date
of birth, social security number, etc.
They phoned the Spokane County Office of the Medical Examiner. The information was put on the computer for
all legitimate inquiries. If there is a
state law requiring that the DSHS Gestapo be notified, then you should advise
the Spokane City Police Department.
November 19, 2002, “Slob” would not tell
me his name when I asked who was calling, only that he was Adult Protective
Services. In your letter to me, you do
not mention his name. Discovery in
Federal District Court will provide the answer.
There were no Spokane City Police
Officers with “Slob” when he came to the door on November 19, 2002.
“Slob” said, “If you do not come down
here, I am going to come up there
and arrest you for killing your mother!”
“Slob” knew that my mother was dead. “Slob” wanted to arrest me.
A legitimate investigation of my
complaint of November 29, 2002 would have been by another police organization;
i.e., Spokane County Sheriff, and “Slob” would not have been shown a copy of my
letter of complaint.
When the DSHS Gestapo defends the actions of “Slob”, you are stating that all Adult Protective Service workers have no intelligence or ability for the positions they hold, no inhibitions or regard for the principles involved; and that they are all egotistical, domineering and tainted with that tough person with a badge and gun attitude.
