§ 8, the subsidized housing program, directs residents to pay a portion
of their rent based on their income with the federal government paying the
balance. A subsidy for property owners
who would not be able to receive those high rents subject to free enterprise.
3 Government is not helping low-income
people. It is hindering them by over
taxation and bidding up the price of low-priced housing.
3 That universal economic law of supply and
demand cannot be controlled with government subsidies. When government tries to intercede in this
manner, the opposite of the desired effect will always be the aftermath.
3 Grants to owners of old buildings cause
blight. New construction shuns the
area.
Local offices of Community Development and Human Services never demand
copies of a tax-exempt nonprofit corporation’s federal annual informational tax
return Form 990 including Schedule A with all six pages of each form along with
all attachments, statements and extensions as filed with the IRS for the most
recent year. Many of the nonprofit
corporations that are given money do not file this mandatory annual financial
report. Neither Offices of Community
Development or Human Services do background checks on the officers and
directors of these nonprofit corporations.
It is unlawful for a bank or any financial institution with depositors
to loan money without first making a background check. Cities give money away without these
background checks because they receive a ten percent commission from the United
States Department of Housing and Urban Development (HUD) to run their offices
with.
3 How much is tax-exempt nonprofit
corporation management taking out for unconscionable salaries, pension plan
contributions and other benefits? When
taxpayers pay for all of this, the taxpayers should know what the amounts are.
3 How many of these officers and directors
have criminal records?
3 This is federal grant money that our
grandchildren will have to pay back.

3 The sole purpose of United States
Department of Housing and Urban Development (HUD), Community Development and
other government programs is to provide jobs for government employees and
nonprofit corporation management who are not qualified for the private
enterprise sector.
98-07-27 Loan documents including a
Contract for Loan Guarantee Assistance, Note, Fiscal Agency Agreement and
Master Fiscal Agency Agreement between the City of Spokane and Secretary of
Housing and Urban Development (HUD) for the purpose of obtaining and
guarantying a § 108 loan. This loan is for $22.65 million plus a $1
million grant for the construction of a new Nordstrom building in conjunction
with the redevelopment of River “Pork” Square.
Spokane City will be the guarantor of this loan for private business.
These parasites plunder the public purse and molest our grand children with
public debt.
For the calendar year 1997,
the City of Spokane gave different Catholic charities $70,230.00 from the
city’s general fund and $418,234.00 from United States Department of Housing
and Urban Development (HUD) funds for a total of $488,464.00.
For the calendar year 1998,
the City of Spokane gave different Catholic charities $77,084.00 from the
city’s general fund and $341,028.00 from United States Department of Housing
and Urban Development (HUD) funds for a total of $418,112.00.
For the calendar year 1999,
the City of Spokane gave different Catholic charities $77,084.00 from the
city’s general fund and $388,500.00 from United States Department of Housing
and Urban Development (HUD) funds for a total of $465,584.00.
For the calendar year 2000, the City of Spokane gave different Catholic charities $106,595.00 from the city’s general fund; $90,560.00 from Washington State Department of Community, Trade and Economic Development funds; and $214,937.00 from United States Department of Housing and Urban Development (HUD) funds for a total of $412,092.00.
For the calendar year 2001,
the City of Spokane gave different Catholic charities $88,200.00 from the
city’s general fund; $101,937.00 from Washington State Department of Community,
Trade and Economic Development funds; and $522,819.00 from United States
Department of Housing and Urban Development (HUD) funds for a total of
$712,956.00.
TAXPAYERS SHOULD NOT BE FORCED TO
CONTRIBUTE
MONEY TO ANY RELIGIOUS ORGANIZATION.
Federally funded Community Oriented Policing Services (COPS), an organization with a bunch of biddies that know nothing, but want to run everything. Police officers find them hard to tolerate. Besides, we do not need or want a private police force that answers only to a City Police Chief, and not to a Citizens Review Commission.

Every city has a voluntary,
unified charity organization to receive and disperse funds to local charities
that participate in the fundraising.
Citizens can even specify to which
individual charity they wish their contribution to frequent. Citizens vote with their money. It is their freedom of speech.
Taxpayers should not be
forced to contribute money to any religious organization. The United States Constitution and most
state constitutions provide for separation of church and state.
Most city councils and state
legislatures violate this separation of church and state by contributing
taxpayer money to religious organizations.
These religious organizations are not
required to file a tax-exempt nonprofit corporation’s federal annual informational
tax return Form 990 nor state mandatory annual financial reports.
