SWEET CHARITY
To get donations, a number of charities are besieging the public with aggressive money-raising tactics. They even turn the job over to professionals who keep a hefty portion of what they collect. In a study of 168 telemarketing campaigns, Connecticut’s Public Charity Unit found that 73% of the money raised went to solicitors. A North Carolina survey found that solicitors kept 81%, and the Minnesota Attorney General investigated a charitable campaign in which solicitors claimed 83% of the money raised.
In 1988, the United States Supreme Court ruled that states:
cannot limit the percentage solicitors take in fees from the amount collected for charity,
cannot compel solicitors to tell donors that they are paid fundraisers, and
cannot make solicitors tell potential donors how much of a previous year’s solicitation
actually went for charitable purposes.
You
can judge an organization’s practices, as well as its veracity, by asking them
to send you a copy of their federal Form 990.
All federally tax-exempt nonprofit organizations that have $25,000.00 or
more of gross receipts for the year are required to file this annual
informational tax return. Churches and
religious orders are exempt from the requirement. However, they can voluntarily file.
Charities must make the forms for the previous three years available for public inspection at the charity’s main office. Most national charities are divided into chapters with the main office of each chapter in a far distant city like Washington, DC. How is that for evasion?
You can also get a copy of the
federal annual informational tax return Form 990 from the Disclosure Office
of any IRS District Office. It is
necessary to have the employer
identification number of the charity.
If you ever get to look at the Form 990, you will find out how much the charity spent for fundraising fees, salaries and more. You will be shocked.
When a solicitor
telephones you regarding a charity, say:
1. Are you a federally tax-exempt nonprofit organization?
2. What is your employer identification number?
3. Please
send me a copy of your federal annual informational tax return Form 990
including Schedule A with all six pages of each form along with all
attachments, statements and extensions as filed with the IRS for the most
recent year.
Very few so-called charitable organizations will send you this information. When they do, it is usually incomplete. They do not want you to know the amount of those unconscionable salaries and perquisites.

Every city has a voluntary,
unified charity organization to receive and disperse funds to local charities
that participate in the fundraising.
Citizens can even specify
to which individual charity they wish their contribution to frequent. Citizens vote with their money. It is their freedom of speech.
Taxpayers should not be
forced to contribute money to any religious organization. The United States Constitution and most
state constitutions provide for separation of church and state.
Most city councils and
state legislatures violate this separation of church and state by contributing
taxpayer money to religious organizations.
These religious organizations are not required to file a tax-exempt
nonprofit corporation’s federal annual informational tax return Form 990 nor
state mandatory annual financial reports.
