CIVIL RIGHTS VIOLATION
In the wee hours of the morning of 2007 May 12, the Spokane City Police
Department broke down my door without a court order for my address in violation of the United States Constitution and a United States Supreme Court
decision. Six police cars, Six goons.
After serving the city with two demands, the Spokane City Police
Department, on 2007 August 9, finally mailed to me a copy of Spokane City
Police Department report 07‑130112.
The United States Constitution Article 4 states:
“The right of the people to be secure in their persons, houses,
papers and effects, against unreasonable searches and seizures, shall not be
violated, and no Warrants shall issue, but upon probable cause, supported by
Oath or affirmation, and particularly describing the place to be
searched, and the persons or things to be seized.”
In interpretation, The United States Supreme
Court has ruled that police must have a court order, address implied.
1995-08-28 Council
approved an Interlocal Agreement with Spokane County regarding two civil rights
actions in the United States District Court for the Eastern District of
Washington, Cause Numbers C-89-423-AAM and C-89-425-AAM – revenue of
$390,000.00.

This agreement will not stop anyone from obtaining
a judgment against Spokane County and then attaching Spokane County assets if
necessary. It means that for this small
fee Spokane City will indemnify Spokane County for any losses including
attorney’s fees.

2003 March 30 E-Mail Matt, For the 2003 March 27 issue of The Local Planet, you did not run the ad that I had designated for that week. The one that you ran was not scheduled for another four weeks. Also, you do not allow enough white space at the top, bottom and sides in proportion to the originals that I gave you. This one has more space in the center than at the top and bottom combined. These ads are not attractive. Cancel all future ads and forward to me a refund for the unused portion of nine ads. |

I originally ordered 12 ads and paid $2800.00 in advance. The single price of one ad is $290.00. Multiply this amount by the 3 published ads equals $870.00. $2800.00 less $870.00 leaves $1930.00 to be refunded. Not to refund this unused portion is grand theft. |

County Prosecuting Attorney Steven J. Tucker does nothing. Washington State
Attorney General Christine O. Gregoire is a paper pussycat. |

In Spokane, con
artists proliferate because this is a sanctuary for them. They know that the Spokane City Police
Department and the Spokane County Prosecuting Attorney will do nothing,
because both departments are indolent. |

This is a potential class action lawsuit. |

Maybe a lawsuit should be filed under the RICO Act of
1970 (RACKETEER INFLUENCED AND
CORRUPT ORGANIZATIONS ACT) against all of the officers and directors
of BIG HAT NO CATTLE CORPORATION, LLC,
their affiliated corporations, associated companies and subsidiaries. |

This infringement forces me to use all remedies
available, including the prerogatives given by the first amendment to the
United States Constitution – the freedom of speech and press. Thus this arraignment. |

A few years
back, I told Robert D. Davis and Paula J. Davis at their
business that provided my mother wanted to and with my approval, she,
Mildred T. Kroboth, could lend them money on a first mortgage.
Then, a couple
of years ago, my mother told me that, at one time, Robert D. Davis
wanted my mother, Mildred T. Kroboth, to put himself,
Robert D. Davis, and his wife, Paula J. Davis, into my
mothers will in order to save estate taxes; and that they would then make sure
that I, Robert A. Kroboth, was taken care of. Please note, that I had a head injury in
1985, was on Social Security Disability until 1999 April, at which time I was
rolled over into Social Security Retirement.
At the time my mother, Mildred T. Kroboth, told me about this
scam, I told her to stay from Robert D. Davis because he was a con
man.
1999-08-08 Sunday Unknown
to me at the time, Paula J. Davis came to my mothers home at 1118 W
Grace Av and took her to Casey’s Bar & Grille at 2126 N Monroe St; and, at
that time, propositioned her for a loan of $30,000.00.
1999-08-09 Monday Unknown
to me at the time, Paula J. Davis came to my mothers home at 1118 W
Grace Av and took her to the Garland Branch of U. S. Bank at 3909 N Lincoln St;
and, at that time, received a U. S. Bank check
# 500 6980863 for $30,000.00.
Sometime later,
Paula J. Davis delivered to my mother, Mildred T. Kroboth,
a Promissory Note [a promissory note is worthless] for $30,000.00 payable at 6%
per annum and $1,000.00 per month. From
what I have been able to ascertain, Shawn E. Davis, the elder son of
Robert D. Davis and Paula J. Davis, obtained a blank
Promissory Note, filled it in and gave it to his mother,
Paula J. Davis.
Only Paula J. Davis signed the note. It was not notarized or witnessed. Robert D. Davis has told my mother, Mildred T. Kroboth, that he knew nothing of this loan.
1999-09-01 Wednesday I,
Robert A. Kroboth, picked up the ringing phone. I heard my mother say hello, and then
Robert D. Davis start talking.
Since I consider Robert D. Davis to be a con man, I listened
in and for the first time heard about the $30,000.00 loan.
1999-09-03 Friday I,
Robert A. Kroboth, confronted my mother,
Mildred T. Kroboth, about the loan, and she reluctantly told me some
of the details.

Whenever someone solicits a
loan from an individual with no intention of repaying the money in its
aggregate and/or no capability of repaying the loan in its aggregate, it
constitutes fraud. The victim does not
have to be senile, feeble minded or have Alzheimer’s disease in order to make
it a crime. Many otherwise intelligent,
educated people are victims of con artists.
In Spokane, con artists proliferate because this is a sanctuary for
them. They know that the Spokane City
Police Department and the Spokane County Prosecuting Attorney will do nothing,
because both departments are indolent.
